Hi there,
Does patent have to be filed in the same country as where it's invented?

You can file for a patent in any country, it does not matter if you are from that country.
Since the USA is the biggest market I for one will get a patent in here first and maybe the second to cover the European Union.

Thanks, Victor. I do have one more question:
Is it true that filing through PCT requires respresentation by native country attorney, e.g., if I'm from England, but I'm in US, do I have to hire an attorney in UK to handle my PCT application?

No you don't you, if you are in US you can start the process using local attorneys to enter into the US national phase from a PCT application that designates the US
There is yet another benefit to the approach of filing a PCT application designating the US and having the international preliminary examination done by the USPTO
