Your ideas sound interesting but I am not sure if we have the legal rights to screen and store the mail content of individuals due ot the privacy ordinance requirements in Hong Kong. If you can share more on the legal experience from other postal adm., we can further seek legal advice from our Department of Justice on your proposal.
