AIRPORT ANTI-COLLISION SYSTEM

This project is a result of (1) me being a Pilot/Engineer & (2) the Quincy, IL airport disaster in November 96, where 13 people lost their lives. To date, all aircraft operations, whether on the ground or in the airport traffic pattern, depend on the Pilot in Command to use his/her Radio efficiently!
Hundreds of near misses occur annually due to "Pilot Error".
There are over 17,000 non-tower controlled Airports in the United States & many thousands more overseas, thus a fixed Market".
I have Invented & Designed a "back-up" visual aid system that incorporates the use of Infrared sensors, Strobe lights & controlled by a Transmitter/Receiver that would be placed in the Airport Terminal. This Invention will "eliminate Pilot Error"! This system is also wireless.
After filing with the Patent Office, I met with the Bureau Chief, Aviation Education & Safety, Illinois Department of Transportation, Division of Aeronautics, in Springfield on December 6, 1996. As a result of our meeting, he committed to an non- controlled airport for a 30 day trial operation, once I had a prototype to test. He also stated that FAA would also participate during the testing period. He has, post our meeting, written me a letter which I have on file.
I need:
1. An individual(s)/entity to assist me financially, in the R&D work that needs to be done in a Joint Venture. An estimated $100,000 is needed for R&D;
or
2. An entity to License my project.
